Job Description

JOB SUMMARY:

      The President and CEO will report to and work collaboratively with the Board of Directors in leading this large, complex, non-profit, social services organization, which serves 16,000 clients annually.  Specifically, the CEO will ensure that the organization’s fiscal, operations, fundraising, marketing, human resource, technology, and programmatic strategies are effectively implemented across all segments of the organization.  The CEO acts as the primary officer of the corporation in all legal and internal matters.

      Additionally, the CEO interfaces with government leaders and representatives, funders, partners and the general community.  S/he is the primary public representative of the organization and is responsible for articulating the vision and mission of the organization both internally and externally.

The CEO must be grounded in social services delivery for Hawaii’s unique challenges and must also have the competencies and vision necessary to lead a large, diverse, and highly open enterprise.  The successful candidate will have a proven track record in medium or large entrepreneurial settings and not-for-profit work.  Ideally, extensive experience in services for low-income and underserved populations will inform and shape the new CEO’s vision for solutions that have impact on the organization’s client base.

ESSENTIAL JOB FUNCTIONS:

      1.   Behaves in a manner that supports the agency’s mission and follows personnel/ policies and procedures.

      2.   Ensures that all aspects of the agency operations are carried out within the intent of the mission and strategic plans.  Assures compliance with all legal regulations and requirements, funders contract requirements, and non-profit standards.

      3.   Provides leadership to agency staff and assumes all the responsibilities of a supervisor for the staff reporting directly to this position.

      4.   Provides staff and resource assistance to the Board of Directors in carrying out their responsibilities for policy development and fiscal oversight; attends Board meetings and staffs appropriate Board committees; develops new program opportunities for presentation to the Board for approval, as required.

      5.   Provides program direction through the establishment of policies and procedures and overall goals and objectives; general oversight of agency’s legal, fiscal and programmatic functioning; and delegates responsibilities and assignments to appropriate staff in order to assure efficient operations and program service delivery.

      6.   Seeks and maintains funds to support agency programs, including the establishment of relationships with funding source(s), and assuring information is provided to funders as requested.  Provides oversight of the agency-wide budget preparation and presentation to the Board, as well as providing the agency financial status and related issues to the Board on a regular basis.

      7.   Develops and maintains effective relationships with funding sources, Legislature and other appropriate health and human services providers, and community networks.

      8.   Is the public spokesperson and primary media contact for purposes of community support; establishes working relationships and networking with government agencies, service providers, and funders.

OTHER JOB FUNCTIONS:

1.   Participates in staff meetings, conferences, workshops, and training sessions to remain current on the best practices in the field of health and human services and non-profit management.  Ensures agency practices are consistent with these best practices.

2.   Participates in the agency’s Performance and Quality Improvement Program.

3.   Serves as one of the agency’s pension plan trustees.

4.   Is responsible for signing contracts and agreements.

5.   Meets regularly with both the senior management and management teams.

WORKING CONDITIONS/DEMANDS:

    Consistent demand for clear, concise written communication necessary for reports, RFPs, grant proposals, correspondence, etc.
    Consistent demand for effective verbal communication with staff, the Board President, the Board, partner agencies and collaborators, current and potential funders, political representatives, the media and the public.
    Frequent demand for effective public speaking.
    Consistent demand for working cooperatively as a member of both the senior management and management teams.
    Frequently stressful as deadlines need to be met.
    Frequent interruptions and changes of pace requiring flexibility.
    Occasional demand to handle emergency or crisis situations.
    Consistent demand for multiple task management.
    Consistent demand for sound judgment.

QUALIFICATIONS / REQUIREMENTS:

Skills/Knowledge:

    Possesses leadership skills and the ability to inspire and motivate program staff in a creative, resourceful, and supportive manner.
    Is able to communicate and work effectively with people of diverse social, economic, and racial backgrounds.
    Respects the individuality and confidentiality of persons served.
    Works in partnership with other team members both in the agency and in the community.
    Demonstrates ability to work with public and private agencies and other community organizations.
    Demonstrates ability to plan and organize a multi-faceted agency.  Proven organizational design and development skills.
    Possesses basic computer skills including word-processing.

Education / Training:

Master’s Degree in social work, public health, business administration or a related field, or equivalent experience.

Experience:

1.   Four (4) years experience in executive or administrative capacity involving fiscal management and program planning.

2.   Five (5) years of experience supervising professionals and managers.

3.   Five (5) years managing large Federal and State grants and contracts  in a multi-million dollar environment.

4.   Proven success fundraising at multi-million dollar levels.

Other:

    Possesses a valid driver’s license and daily access to an automobile.
    Possesses proof of no-fault insurance.
    Is able to obtain acceptable criminal and financial background checks.
