As Performance Improvement - Business Process Reengineering Consultant, you will contribute technically to Process Reengineering & Organization engagements. You will actively establish, maintain and strengthen internal and external relationships.   • Stay informed of general business/economic developments and understand their impact to the client

Background

La Tunisie connaît un bouleversement politique depuis 2011, qui ouvre de nouvelles perspectives pour l’établissement d’un système de gouvernance fondé sur la transparence, la participation et la redevabilité. L’implication active des citoyens constitue, à cet égard, une condition essentielle de la pérennité des réformes engagées, dans le cadre d’un dialogue inclusif, permettant d’en intégrer les préoccupations dans le débat.
Le Programme des Nations unies pour le développement accompagne cette mutation, en apportant l’appui technique, en facilitant le partage d’expériences et en mobilisant un vaste réseau de connaissances, de par le monde, au profit des acteurs institutionnels et de la société, dans son ensemble. Les leçons tirées de contextes de transition similaires montrent, en effet, que les expériences réussies sont celles qui ont su s’appuyer sur la mobilisation de tous les acteurs, y compris de la société civile, dans le cadre de processus participatifs suscitant l’adhésion réelle de la population. Le dialogue constitue, en effet, un moyen privilégié d’élargir et de consolider le consensus social sur les réformes.
Dans ce contexte, le programme d’Appui au Processus Constitutionnel et Parlementaire et au Dialogue National mené actuellement par le PNUD, prévoit de renforcer et de consolider le rôle de la société civile, dans cette phase importante de l’histoire de la Tunisie.
Afin d’atteindre les objectifs assignés dans les meilleurs délais et de répondre aux changements fréquents que connaît l’agenda politique tunisien, le PNUD souhaite renforcer l’équipe en charge du dialogue national par le recrutement d’un expert national.
En effet, les prochains mois vont être marqués par un rythme particulièrement intense et accéléré de travail du fait de l’exécution de nombreux projets prévus au cours de cette période. Le recrutement d’un expert national chargé d’aider l’expert international et d’appuyer la composante dans la mise en œuvre et le suivi des activités s’avère alors nécessaire, dans le but de mener à bien les projets prévus et d’atteindre les résultats escomptés.
Duties and Responsibilities

Sous la supervision de l’expert international, l’expert national aura pour mission d’assister l’expert international et d’appuyer la composante « Dialogue et société civile » dans la réalisation des activités prévues.
Plus précisément, l’expert national aura pour mission de:
Apporter un appui direct à l’expert international dans le domaine de l’appui à la société civile:
  • Produire des analyses politiques et des notes substantives sur la société civile;
  • Contribuer à la mise en œuvre et au suivi des activités de la composante;
  • Appuyer la mise en place d’un dialogue national en fournissant une assistance aux OSC afin qu’elles puissent travailler conjointement avec l’ANC dans la mise en place d’un processus inclusif et participatif;
  • Superviser et encadrer les productions de manuels et d’enquêtes prévus dans le cadre du projet;
L’expert sera placé sous la supervision de l’expert international chargé de l’appui au dialogue national et à la société civile. De manière spécifique, il sera chargé d’effectuer les tâches suivantes:

Conseiller et fournir des avis techniques sur le contexte politique et le la société civile;
  • Appuyer la composante dans la mise en œuvre et le suivi du plan d’actions;
  • Superviser la préparation et l’organisation des formations de renforcement des capacités des OSC;
  • Apporter une expertise technique dans la mise en œuvre, l’évaluation et le suivi des activités;
  • Apporter l’appui technique nécessaire aux OSC fans la mise en œuvre de leurs projets;
  • Produire des notes substantives sur des questions en rapport avec le programme;
  • Élaborer les termes de référence des activités à réaliser;
  • Superviser, le cas échéant, la réalisation de certaines activités sur le terrain;
  • Contribuer à l’élaboration des rapports trimestriels et annuels du programme.
Competencies

Compétences de base:
  • Expérience dans le domaine de la recherche, de l’enseignement et de l’encadrement des travaux scientifiques;
  • Bonne connaissance de la société civile et expérience avérée dans l’appui aux OSC;
  • Bonne connaissance du contexte sociopolitique de la Tunisie;
  • Bonnes capacités de communication orales et rédactionnelles;
  • Excellente connaissance de l’outil informatique;
  • Parfaite maîtrise du français et de l’arabe.
Compétences liées à la fonction:
  • Réelle capacité d’analyse et des compétences en matière de communication politique;
  • Excellentes capacités d’analyse et de jugement;

Afin d’atteindre les objectifs assignés dans les meilleurs délais et de répondre aux changements fréquents que connaît l’agenda politique tunisien, le PNUD souhaite renforcer l’équipe en charge du dialogue national par le recrutement d’un expert national.
En effet, les prochains mois vont être marqués par un rythme particulièrement intense et accéléré de travail du fait de l’exécution de nombreux projets prévus au cours de cette période. Le recrutement d’un expert national chargé d’aider l’expert international et d’appuyer la composante dans la mise en œuvre et le suivi des activités s’avère alors nécessaire, dans le but de mener à bien les projets prévus et d’atteindre les résultats escomptés.
Duties and Responsibilities

Sous la supervision de l’expert international, l’expert national aura pour mission d’assister l’expert international et d’appuyer la composante « Dialogue et société civile » dans la réalisation des activités prévues.
Plus précisément, l’expert national aura pour mission de:
Apporter un appui direct à l’expert international dans le domaine de l’appui à la société civile:
  • Produire des analyses politiques et des notes substantives sur la société civile;
  • Contribuer à la mise en œuvre et au suivi des activités de la composante;
  • Appuyer la mise en place d’un dialogue national en fournissant une assistance aux OSC afin qu’elles puissent travailler conjointement avec l’ANC dans la mise en place d’un processus inclusif et participatif;
  • Superviser et encadrer les productions de manuels et d’enquêtes prévus dans le cadre du projet;
L’expert sera placé sous la supervision de l’expert international chargé de l’appui au dialogue national et à la société civile. De manière spécifique, il sera chargé d’effectuer les tâches suivantes:

Conseiller et fournir des avis techniques sur le contexte politique et le la société civile;
  • Appuyer la composante dans la mise en œuvre et le suivi du plan d’actions;
  • Superviser la préparation et l’organisation des formations de renforcement des capacités des OSC;
  • Apporter une expertise technique dans la mise en œuvre, l’évaluation et le suivi des activités;
  • Apporter l’appui technique nécessaire aux OSC fans la mise en œuvre de leurs projets;
  • Produire des notes substantives sur des questions en rapport avec le programme;
  • Élaborer les termes de référence des activités à réaliser;
  • Superviser, le cas échéant, la réalisation de certaines activités sur le terrain;
  • Contribuer à l’élaboration des rapports trimestriels et annuels du programme.
Competencies

Compétences de base:
  • Expérience dans le domaine de la recherche, de l’enseignement et de l’encadrement des travaux scientifiques;
  • Bonne connaissance de la société civile et expérience avérée dans l’appui aux OSC;
  • Bonne connaissance du contexte sociopolitique de la Tunisie;
  • Bonnes capacités de communication orales et rédactionnelles;
  • Excellente connaissance de l’outil informatique;
  • Parfaite maîtrise du français et de l’arabe.
Compétences liées à la fonction:
  • Réelle capacité d’analyse et des compétences en matière de communication politique;
  • Excellentes capacités d’analyse et de jugement;
  • Expérience avérée dans le domaine de la communication orale et écrite, tant dans le cadre d’une équipe qu’à l’égard du public;
  • Savoir communiquer avec différents types d’interlocuteurs (SNU, gouvernement, OSC).
Compétences de gestion
  • Aptitude à gérer des questions confidentielles et sensibles, de manière responsable.
 Compétences comportementales
  • Capacité à travailler en équipe, et à prendre en charge une large catégorie de tâches.
Required Skills and Experience

Education:
  • Diplôme universitaire de niveau Master en sciences politiques ou juridiques.
 Expérience:

  •  Au moins 8 ans d’expériences professionnelles pertinentes.
Langage Requis:

  •  Parfaite maîtrise du français et de l’arabe.
