Overview: Since 2002, the Clinton Health Access Initiative, CHAI (formerly the Clinton HIV/AIDS Initiative), has been assisting developing countries in implementing large-scale, integrated HIV care, treatment, and prevention programs. CHAI is currently active in Africa, the Caribbean, Asia, and Eastern Europe. In support of national HIV/AIDS programs, CHAI provides technical assistance, mobilizes human and financial resources, and facilitates the sharing of best practices across projects. CHAI has also negotiated agreements with leading pharmaceutical companies that have lowered the cost of HIV/AIDS and malaria diagnostics and treatment in the developing world by 30-90%.
CHAI first partnered with the Government of Cambodia in February 2005 to enable the country access to affordable drug and lab commodity prices through CHAI's Procurement Consortium. CHAI provides technical assistance to the National Center for HIV/AIDS, Dermatology and STDs (NCHADS) for projects related to logistics, supply chain management, laboratory strengthening, pediatric care and treatment scale-up and prevention of mother-to-child transmission (PMTCT). Following a successful scale-up of PMTCT services Cambodia endeavours to eliminate mother to child transmission of HIV by the year 2020.
Cambodia's elimination strategy includes a demonstration of Treatment as Prevention (TasP) among pregnant women and sero-discordant couples. This initiative builds on strengths of the existing elimination of mother-to-child-transmission (eMTCT) framework and Continuum of Care (CoC) in Cambodia. Program areas that require implementation support under this effort will include clinical care, labs and diagnostics, data management, national coordination, and guidelines revision.
CHAI is currently seeking a candidate for the position of Program Officer (PO) to work with the HIV team in Cambodia. Reporting to the HIV Program Manager, the Phnom Penh based PO will support the launch and implementation of a national strategy to eliminate new HIV infections and HIV-related deaths, with a focus on TasP and elimination of mother-to-child-transmission. A minimum commitment of 12 months is preferred for this role.

  • Provide technical support for program data management, monitoring and evaluation.
  • Independently manage project workstreams supporting various aspects of Cambodia's elimination effort, including but not limited to indicator development, routine monitoring, job aide development, training/workshop planning with NCHADS and supportive supervision. • Coordinate and contribute to the development of standard operating procedures, training curricula and program policy documents.
  • Document the implementation of CHAI supported interventions and support the country team in the preparation of donor reports.
  • Perform administrative and financial management tasks in support of the CHAI Cambodia program.
  • Provide additional support to the CHAI HIV program as needed.
This job description may be modified at any time after consultation and agreement between the post holder and the Program Manager.

Overview: The hallmark of the Clinton Foundation HIV/AIDS Initiative's (CHAI) approach is simultaneous and intensive engagement on the demand and supply sides of the market. On the demand side, CHAI's country teams help governments to overcome barriers to scale up treatment programs. Meanwhile, the CHAI global access teams work to address supply-side barriers to access and foster a healthy marketplace to ensure the sustainable supply of essential medicines and diagnostic commodities. CHAI works to attract new suppliers, lower drug prices, encourage the adoption of stringent quality standards, and facilitate the uptake of important new or improved products. CHAI has played a particularly important role in the marketplace for pediatric antiretroviral therapy (ART), substantially expanding access to the appropriate drugs and diagnostics to meet the unique needs of children.
Position:
The Country Support Associate will work to ensure the continued scale-up and effective management of high-quality treatments for HIV/AIDS patients, focusing primarily on antiretroviral therapy (ART) for pediatric patients. Specifically, the Associate will travel frequently between countries in the South East Asia Region, helping to optimize policies and processes to ensure access to high quality ARVs and diagnostics. The Associate will also work to ensure that countries have adopted best practices in forecasting and procurement of ARVs, diagnostics and other essential medicines.

  • Independently manage project work streams supporting various aspects of NCHADS's efforts to strengthen institutional capacity in procurement and supply chain management (PSM) of critical HIV commodities through a blend of advocacy, training, and supply chain monitoring to accelerate the rate at which Cambodia transitions to more cost-effective antiretroviral drugs (ARVs)
  • Support governments in maintaining pediatric treatment programs, including national Early Infant Diagnosis (EID) testing systems
  • Serve as a liaison between countries and CHAI global teams on pediatric forecasts and ordering cycles
  • Disseminate information from CHAI and other sources on pediatric treatment, supply dynamics and access-to-medicines issues
