Overview:
Since 2002, the Clinton Health Access Initiative, CHAI (formerly
the Clinton HIV/AIDS Initiative), has been assisting developing
countries in implementing large-scale, integrated HIV care,
treatment, and prevention programs. CHAI is currently active in
Africa, the Caribbean, Asia, and Eastern Europe. In support of
national HIV/AIDS programs, CHAI provides technical assistance,
mobilizes human and financial resources, and facilitates the
sharing of best practices across projects. CHAI has also negotiated
agreements with leading pharmaceutical companies that have lowered
the cost of HIV/AIDS and malaria diagnostics and treatment in the
developing world by 30-90%.
CHAI first partnered with the Government of Cambodia in February
2005 to enable the country access to affordable drug and lab
commodity prices through CHAI's Procurement Consortium. CHAI
provides technical assistance to the National Center for HIV/AIDS,
Dermatology and STDs (NCHADS) for projects related to logistics,
supply chain management, laboratory strengthening, pediatric care
and treatment scale-up and prevention of mother-to-child
transmission (PMTCT). Following a successful scale-up of PMTCT
services Cambodia endeavours to eliminate mother to child
transmission of HIV by the year 2020.
Cambodia's elimination strategy includes a demonstration of
Treatment as Prevention (TasP) among pregnant women and
sero-discordant couples. This initiative builds on strengths of the
existing elimination of mother-to-child-transmission (eMTCT)
framework and Continuum of Care (CoC) in Cambodia. Program areas
that require implementation support under this effort will include
clinical care, labs and diagnostics, data management, national
coordination, and guidelines revision.
CHAI is currently seeking a candidate for the position of
Program Officer (PO) to work with the HIV team in Cambodia.
Reporting to the HIV Program Manager, the Phnom Penh based PO will
support the launch and implementation of a national strategy to
eliminate new HIV infections and HIV-related deaths, with a focus
on TasP and elimination of mother-to-child-transmission. A minimum
commitment of 12 months is preferred for this role.
Responsibilities:
- Support the Program Manager to provide technical assistance to NCHADS for implementation of Cambodia's campaign to eliminate HIV transmission from mother to child and demonstration of Treatment as Prevention (TasP) (including data collection and analysis, supportive supervision, developing presentations and briefings, and coordination with stakeholders).
- Provide technical support for program data management, monitoring and evaluation.
- Independently manage project workstreams supporting various aspects of Cambodia's elimination effort, including but not limited to indicator development, routine monitoring, job aide development, training/workshop planning with NCHADS and supportive supervision. Build and develop relationships with government, non-government, and other partners to facilitate coordinated work toward the elimination for mother-to-child transmission.
- Coordinate and contribute to the development of standard operating procedures, training curricula and program policy documents.
- Document the implementation of CHAI supported interventions and support the country team in the preparation of donor reports.
- Perform administrative and financial management tasks in support of the CHAI Cambodia program.
- Provide additional support to the CHAI HIV program as needed.
Qualifications:
- 3+ years of professional experience, preferably in public health, health systems strengthening, private health sector, procurement or supply chain management
- Proven ability to independently manage project workstreams with a focus on outputs and outcomes
- Exceptional problem solving skills, quantitative and analytical capabilities
- Strong written and oral communication skills
- Strong interpersonal skills and ability to build relationships with senior government and NGO representatives
- Ability to work effectively in a challenging political and multicultural environment
- Ability to multi-task and to be effective in high-pressure situations
- Ability to absorb and synthesize a broad range of information
- High level of proficiency in relevant computer applications (Excel, PowerPoint And Word)
- BA/BS
- Master's degree in Public Health (MSc or MPH)
- Experience working in Maternal and Child Health, HIV, or other infectious disease a plus
- Experience working with statistical software, including STATA
- Experience living and working in South East Asia
- Experience working with governments and international institutions is a plus
