Organizational Setting and Reporting
This position is located in the Witness Support and Protection (WISP) Unit, Office of the Registrar, Kigali sub-office, Rwanda.
Responsibilities
Under
the supervision of the Security and Movement Coordinator, the
incumbent's major responsibilities and duties shall be as follows:
- Assist the Security and Movement Coordinator of the Kigali Sub-Office in securing travel documents and ensuring immigration entry and exit for all witnesses residing in Rwanda including detainee witnesses and provide escort and close body protection services to witnesses as well as assists in the safe movement of witnesses from their places of residence to and from the Airport, to and from secure locations and visits to hospital and/or doctors when required; and any other movement that may be necessary within the operations;
- Assist in setting up operational command posts at the MICT Sub-Office and implement the approved protective measures to ensure the security and safety of witnesses;
- Conduct crime prevention patrols when protected witnesses are in the custody of the MICT in Kigali prior to their travel to Arusha for testimony purposes. Maintain order and enforce security regulations at the Transit Facility.
- Assist the Security and Movement Coordinator in the implementation of protective measures ordered by the Chambers
- Assist the Security and Movement Coordinator in conducting security threat assessments and identifying the protection needs of witnesses before, during and after their testimony;
- Monitor access control to locations where witnesses are located and accommodated; checks personnel and visitors for identification and ensures that only authorized persons are allowed access;
- Supervise the squad of security guards assigned to MICT by Security Services Company
- Monitor security and fire alarms and respond accordingly; investigate all security related incidents, and take immediate action as necessary, and maintain records of all incidents;
- Ensure all emergency and back-up facilities such as hot-line telephones, radio equipment, alarm systems, fire-fighting equipment are always in place and fully functional; and assist in carrying out regular emergency drills and procedures;
- Maintain constant radio contact with the MICT Security and Movement Coordinator and the operations/command post; report any incidents directly to the Security and Movement Coordinator.

- High school diploma or equivalent is required.
- Formal training from a police or military academy.
- Courses and/or previous certifiable experience in, among others, weapon handling, search techniques, close protection, bomb threat responses, explosive recognition, first aid, fire fighting.
- Minimum of four (4) years of experience in security related issues in police or military service.
- Experience at the international level in the implementation of witness protection programme is preferable.
- Experience in dealing with law enforcement agencies on the African continent, particularly in the Great Lakes Regions is an advantage.
- English and French are the working languages of the Mechanism. For the post advertised, fluency in oral and written English is required. Working knowledge of French and/or Kinyarwanda is desirable. Knowledge of Kiswahili is an asset.
There will be a technical test and competency-based interview.
Special Notice
The appointment is limited to the Mechanism. Appointment of the successful candidate on this position will be limited to the initial funding of the post. Extension of the appointment is subject to the extension of the mandate and/or the availability of funds. As the international tribunals are not integrated in the Secretariat, UN Staff Members serve on assignment or secondment from their parent department/office if selected. Appointments of staff members in the United Nations are subject to the authority of the Secretary-General. Staff Members are expected to move periodically to new functions in accordance with established rules and procedures, and may in this context be reassigned by the Secretary-General throughout the Organization based on the changing needs and mandates.
