Background
The State of Kuwait in coordination with UNDP strives to enhance institutional capacities at various Government agencies in coordination with the General Secretariat of the Supreme Council for Planning and Development. In this context, the Central Statistical Bureau, intends to recruit two international experts in to assist in the study and analysis of demographic data related to population census under the auspices of the Kuwait-UNDP Cooperation Framework, Objectives of the consultancy: Increase efficiency in dealing with census data according to up-to date international standards; Develop abilities to analysis census and survey data; Develop demographic indicators; Sharpen national cadres skills by conducting training sessions at CSB of relevant specialists at government entities.
Duties and Responsibilities
The Consultant shall effectively participate in capacity building efforts and development of best practices in the area of census data analysis, evaluation and dissemination, in addition to: Evaluate current situation of data census and survey analysis; Develop abilities to analyze census and survey data; Develop demographic indicators; Control data quality of census data and its publication; Identify technical links among users and producers of data on demography and census; Train national cadres capable of dealing with technical functions at all levels of analyzing statistics on census data according to best practices; Conduct training sessions at CSB of relevant specialists at government entities. Expected Outputs of the expert: Evaluation report on the status quo of the CSB in respect to the required consultancy; A report with executive recommendations with executable action program to enhance the work of the beneficiary in accordance with the output of the evaluation report; Report on the capacities of the CSB’s census data analysis unit; Progress report approved by the UNDP Office and the beneficiary; Final report should include recommendations for future action.

Required Skills and Experience
Education: Advanced or Master’s degree in the area of Demography and data analysis. Experience: Minimum experience of 15 years in analyzing census data; Experience in working at a Statistical Bureau. Languages: Fluency in English and the national language.
