Background

The State of Kuwait in coordination with UNDP strives to enhance institutional capacities at various Government agencies in coordination with the General Secretariat of the Supreme Council for Planning and Development. In this context, the Central Statistical Bureau intends to recruit an international expert to assist in the study and analysis of labor force statistics under the auspices of the Kuwait-UNDP Cooperation Framework.
Objectives of the consultancy:
  • Increase efficiency in dealing with labor statistics data according to up-to date international standards;
  • Develop abilities to analysis labor force data;
  • Implement and analyze the labor force survey;
  • Sharpen national cadres skills by conducting training sessions at CSB of relevant specialists at government entities.

Duties and Responsibilities

The Consultant shall effectively participate in capacity building efforts and development of best practices in the area of labor force statistics, data analysis, data evaluation and dissemination, in addition to:
  • Evaluate current situation of labor force data analysis;
  • Supervise and participate in the labor force survey;
  • Quality control of labor Statistics and its dissemination;
  • Identify technical links among users and producers of data on labor force;
  • Train national cadres capable of dealing with technical functions at all levels of analyzing statistics on labor force according to best practices;
  • Conduct training sessions of relevant specialists at government entities.
Expected Outputs of the expert:
  • Evaluation report on the status quo of the CSB in respect to the required consultancy;
  • A report with executive recommendations with executable action program to enhance the work of the beneficiary in accordance with the output of the evaluation report;
  • Report on the capacities of the CSB’s labor force data analysis unit;
  • Progress reports approved by the UNDP Office and the beneficiary;
  • Final report should include recommendations for future action.

Required Skills and Experience

Education:
  • A Master’s degree in the area of statistics, demography and related fields.
Experience:
  • Minimum experience of 15 years in the area of labor force surveys, population statistics.
Languages:
  • Fluency in English and the national language.
