Background
|
Between February and October 2011, Libya was
embroiled in a bloody and protracted liberation struggle between the
autocratic regime, and revolutionary forces determined to put an end to
the dictator’s 42 year rule. The conflict had a weakening effect on the
rule of law architecture and institutions, especially with regard to the
provision of justice and security.
Following the end of the
conflict, the Security Council mandated a political mission to support
Libya in the transition period (UNSMIL). UNDP has been closely
collaborating with UNSMIL Human rights/transitional justice/rule of law
and police components in order to develop a strong partnership in
support of capacity building for strengthened rule of law in Libya.
The
overall objective of the present project is to assist the restoration
of justice and security in Libya in support of the country’s transition
to democracy. The project seeks to develop the capacities of key
institutions to deliver equitable and efficient services to the Libyan
people, facilitate recovery and promote development. Simultaneously, it
aims to empower civil society and the Libyan people to access justice,
resolve disputes and build peace. Accordingly, the project is designed
to contribute to three important outcomes for the country.
- Strengthened
capacity of Libyan rule of law institutions to provide services in
a way which supports the transition to democracy;
- Improved
access to justice for conflict affected populations especially
survivors of sexual and gender-based violence (SGBV), women and the
displaced;
- Progress achieved in implementation of
Transitional Justice process including contributing to national
consensus on Transitional Justice
In striving for these
outcomes, UNDP will work over the next 2 years in close collaboration
with the relevant Libyan authorities, and within the context of broader
international support to strengthening the rule of law in Libya. In this
regard, this project document represents the basis for UNDP’s
cooperation with the United Nations Assistance Mission in Libya (UNSMIL)
in these areas, and with the broader UN Country Team.

Duties and Responsibilities
|
Under the direct supervision of the
Project Manager (PM), the Project Officer will contribute to UNDP’s Rule
of Law support in Libya and to the achievement of project outputs. S/He
will be responsible for executing activities defined by the project
manager in the Annual Work Plan in accordance with partnerships, quality
criteria, budget levels and timeline in the project document.
Key Tasks:
- Participate in strategic and work planning for the projects’ implementation;
- Advise the Project Manager on operational support needed to implement projects, challenges faced and solutions available;
- Liaise
on regular basis with CO departments of Finance, Administration, and
Procurement in issues related to implementation of both projects to
ensure provision of timely and adequate support of these departments;
- Provide support in drafting TORs, agreements, concept notes and reports, in particular reporting to donors.
Specific Functions/Results expected:
Planning:
- Assist
PM in developing detailed implementation strategy based on the project
documents including preparation of project strategy and planning
documents;
- Carry out detailed operational needs assessment for each activity as per implementation strategy;
- Carry out as requested by CTA and PM regular updates of the work plans.
Implementation:
- Ensure mobilization of human resources as per plans developed by CTA and PM;
- Prepare / review TORs for staff and consultants and follow up recruitment process with CO;
- Supervise
preparation of and review of all procurement-related documents and
their timely submission to CO for processing. Follow up all stages of
procurement processes and take action where needed if delays;
- Ensure timely transfer of funds and payment to suppliers, contractors and grant recipients;
- Organize preparation and implementation of events (training, seminars etc);
- Organize briefing on operational matters for incoming staff and consultants.
Monitoring and Evaluation:
- Organize
monitoring of provision of operational support to program activities
and provide evaluation of achievements and issues faced, as well as
lessons learnt, to the PM;
- Organize monitoring and evaluation by field staff of activities implemented by contractors and grant recipients;
- If
relevant, liaise with the Independent Monitoring and Evaluation agents
on the conduct of project evaluation and ensure access by the evaluators
to project documentation, personnel and institutions involved in the
project;
- Compile regular lessons learnt and disseminate among staff to improve delivery of operational support;
- Ensure
that complete, accurate and timely archiving (hardcopy and electronic)
of all documents and files relating to operational matters is performed
by all concerned staff.
Reporting:
- Draft regular progress and final reports based on inputs provided by PM;
- Prepare TORs and Concept Notes;
- Prepare other donor and communications briefings;
- Ensure that reports are provided to donors according to UNDP’s contractual obligations.
Other tasks:
- Provide support to staff capacity building as requested;
- Participate in Task Forces and other ad-hoc internal working groups on cross-cutting themes as requested;
- Perform any other tasks as required by PM.

Required Skills and Experience
|
Academic Qualifications
- University degree in Law, Political Sciences, Education, Development studies or related field.
Experience
- At
least 5 years of experience in project support, implementation and
coordination of projects with at least one year directly relevant
experience in access to justice, legal aid, human rights, rule of law,
transitional justice projects in international development context;
- Experience working with international organizations;
- Experience in working on rule of law projects in the Arab region is a strong advantage;
- Knowledge
and experience in operational aspects of projects implementation.
Demonstrated experience in Rule of Law project support, planning
and monitoring;
- Understanding of Libyan context is preferable;
- Strong
communication and interpersonal skills, ability to foster good
working relations with partners, good working knowledge of
information and computer technology;
- Proven experience in drafting reports and other project documents in English.
Language
- Excellent drafting skills in English and good working knowledge of Arabic.
