Closing Date: Monday, 21 October 2013The OECD 's mission - Better Policies for Better Lives - promotes policies that will improve the economic and social well-being of people around the world. It provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems.
The Global Relations Secretariat (GRS) supports the implementation of the Secretary General's strategic orientations by co-ordinating the Organisation's relations with partner countries and with other international organisations. It advises the SG and other OECD Directorates on how to strengthen co-operation with key partner countries, regions and organisations. GRS also serves the OECD External Relations Committee, working with members to help them reach consensus on global relations priorities and ensuring that relevant partners are effectively engaged in the Organisation's work.
GRS is looking for Policy Analysts/Project Managers to help governments develop and implement policy reforms to enhance investment, competitiveness and private sector development in selected regions. These include\: (i) Central Asia, (ii) Eastern Europe and South Caucasus (Eurasia), (iii) Middle East and North Africa, (iv) South-East Europe and (v) South-East Asia.
Policy Analysts/Project Managers in these regional programmes will focus, in cooperation with relevant Directorates, on a range of issues and projects, such as\:

  • Country competitiveness reviews with an emphasis on investment promotion, SME development, access to finance, gender, human capital development and business innovation;
  • Sector competitiveness focusing on barriers to investment in specific industries and recommendations to address them;
  • Monitoring of progress and support to the implementation of recommended reforms with the assistance of OECD experts.
The selected candidate(s) will work under the supervision of the Head of the respective Regional Programme and may be required to regularly travel to the respective regions.
Main Responsibilities\:
Research and analysis \:
  • Carry out analysis of policies related to competitiveness and private sector development and provide regional and country-specific policy-recommendations.
  • Draft policy papers, reports, briefs and articles. Coordinate multi-disciplinary research and contributions of junior analysts and external consultants.
  • Develop appropriate statistical analysis; carry out case studies and data collection.
Project Management and Communication\:
  • Co-ordinate complex international projects with multicultural teams with team members working in a number of countries.
  • Interact with high-level public sector officials and private sector representatives to provide policy advice based on OECD analysis and best practices.
  • Organise capacity-building workshops and seminars.
  • Liaise and co-operate with other OECD Directorates on cross-cutting issues.
  • Design and implement effective approaches to communication to ensure high visibility and broad dissemination of project results.
Candidate's profile\:
Academic Background\:
  • An advanced university degree in economics, business administration, finance, economic development or equivalent.
Professional Background\:
  • A minimum of three years experience in applied research on private sector development and project management with an international organisation, ministry, leading consulting firm or other relevant private sector company.
  • Experience working on at least one of the following policy areas\: investment policy, economic development, access to finance, SME policy, human capital development, gender and innovation policies.
  • Knowledge of the economic context of at least one of the regions covered in the programmes and/or experience in working in/with these regions would be an advantage.
Languages\:
  • An excellent command of one of the two official languages of the OECD (English and French) and working knowledge of, or willingness to learn the other language.
  • Knowledge of another language used in the regions mentioned above would be an advantage.
Core Competencies\:

Contract Duration\:
13 month fixed term appointment with the possibility of renewal.
What the OECD offers\:
Monthly base salary starting from 5 439 EUR exempt of French income tax, plus allowances based on eligibility.
NB\: The appointment may be made at a lower grade if the qualifications and professional experience of the selected applicant correspond to that grade; in this case, the duties and responsibilities assigned will be adjusted accordingly.
