Regional Coordinator, Bangkok

Pact is a non-profit NGO seeking a Reginal Coordinator to assist with a 2-year project that will incorporate local content into the value chain of a large, multinational extractive industry corporation working in Southeast Asia. The Regional Coordinator will coordinate the project's model and methodology across Thailand and Myanmar, ensuring that activities in these two countries are aligned with the Corporation's Social Responsibility strategy, and properly adapted to local context. After the 2-year learning period, Pact hopes to scale up and expand the project, building on the model that the Regional Coordinator will help to refine for maximum effectiveness in country context. The Regional Coordinator will be responsible for strategic thinking and thought leadership regarding the maximization of project impact, as well as quality control, and general technical assistance. The Regional Coordinator's success will hinge greatly on ability to maintain lines of communication between Pact HQ, Pact's country offices, and the project's corporate client.
Responsibilities:
The Regional Coordinator will:

  • Coordinate Local Content model and methodology across Thailand and Myanmar
  • Refine model for possible scale-up to other countries
  • Develop lessons learned and best practices that inform recommendations for improving impact
  • Develop strategy for integrating recommendations to enhance project impact
  • Provide quality control of all reports on projects in both countries
  • Provide technical assistance to both country projects
  • Maintain regular communication with client and Pact
  • Assist with consolidating and messaging project successes and accomplishments to Pact HQ and corporate client
  • Work with monitoring and evaluation staff to coordinate and synergize M&E efforts and activities across Thailand and Myanmar
  • Ensure that project is reaching sustainability goals in both countries, maximizing local ownership in alignment with the goals of the corporate client
  • Play a leadership in mobilizing additional resources to achieve Pact's mission
Deliverables include:
  • Strategy document on refined model and methodology for project scale-up, maximization of impact, and sustainability.
  • High-quality project reports from both Myanmar and Thailand programs.
Qualifications:
  • A minimum of ten years of professional experience in managing and implementing international development programs around enterprise development.
  • At minimum of five years of professional experience in management and implementing program components similar to the project described in the summary.
  • Demonstrated professional experience in fields related to livelihoods and value chain development and market access in developing countries.
  • Work with extractive industries on value chain analysis and links with local markets.
  • A graduate degree (Master's Degree or higher preferred) in a similarly related field of study, such as economics and/or international development.
  • Proven experience in the design, management, implementation, monitoring, and evaluation of similar-size international donor support programs with skills in strategic planning, management, supervision, and budgeting, and preferably experience in managing complex, multi-national/regional activities involving coordination with multiple program partner institutions.
  • Experience related to small enterprise development, agricultural or garment/fabric, water supply, infrastructure development and other local industries in the Southeast and/or South Asian context is a plus.
  • Knowledge of infrastructure and trade routes, financial institutions, local businesses and corporate mechanisms for procurement and development preferred.
  • Strong oral and written communication skills, to effectively coordinate with Pact staff in HQ and Asia offices.
  • High level of English competency (speaking and writing) required.
  • Knowledge of the political, social, cultural, environmental, and development context of Southeast and/or South Asia strongly preferred.
